Should this item be usable by a decal tool?
I say yes. The television screen would show your decal while it is attached to an enemy engineer's buildings. Think of it as free advertisement space for an engi to look at while he unsappes his stuff. :spycon:

that would work, that way until a decal has been put it has "please stand by" and once a decal is put on it would replace the "stand by" sign. I would put a troll face so when the engineer finds the sapper I get to laugh at him before backstabbing him.
