Can I play the mod on a server that doesn't have the addon?
I have already proposed to the server admins to add the addon, but they refused me, can I still access the server in vr mode?
If so, what do others see? and what do I see?

You don't need the dll file, but you need the mod to see VR players do vr things. Otherwise they'll appear "regular". Probably looking towards their right hand.
