I cannot speak to the officer
Upon spawning, speaking with the officer only displays player stats. There is no menu for buying things. Can anyone tell me what I am doing wrong?

i know this post is really old but for anyone that is still playing this mod and is having the same issue, you have to go into the "Request Units" options within the base commander that spawns next to you. Then scroll to "Unlock Support" and scroll down to "Armory". Once you selected that you can again scroll down the options the base commander gives you and select "Armory" and choose the items you want.
