It is available on steam, super easy to install (Subscribe) and use. It allows you to access the Virtual Garage and spawn in any vehicle, plane etc, even mods and opfor items and vehicles.
If you want to fly then I recommend that mod and set your home base to one of the airports and boom, you are sorted.
