interaction area is small. light from car and flashlight is so bright

When I back to station, I can't talk to any officer nor I can use the computer, why?Is it designed like that ?

No idea. I suggest you look at the video see if you missed something. That part should activate when you gathered all clues and talked to forenstic barny.
