Trouble on the homefront
I don't have the option to switch to Baja once I do the Baja state focus. I tried turning off all my mods except Baja Blues and OWB. Any suggestions?

Try starting from the game rules options, make sure you're not at war either.

I also discovered that the decisions are bricked. I can't subdue the bandits or support the Legion's enemies
