No, it's not. There are a few reasons why this is happening, It just says that because there’s no option to change it.
Try
1. Make sure you are within range of a town hall.
2. Also, you can’t place two town halls too close to each other. When a town hall levels up the city’s boundaries are expanded. So to prevent an overlap of city’s that would cause major bugs I use the max size of the city, plus half to account for the max size of another city. and a small buffer just to be safe. A city can be quite large at level 5.
3. You are trying to build in an enemy city it should work if you are allies.
So if you don’t have a city hall place one down. Or try moving closer to the city hall. If you want to build another city you will need to move quite a distance try moving with the building stamp when it turns green you are all set.
When I bring out the UI I will create a custom message that will tell you exactly why you can’t build. Should be out sometime next week. 😊
i am using the "human npcs" mod. i am taking turns with my girlfriend on a single player account setting up bases and trying to destroy eachothers bases its great, love the mod so far keep it up :)

after the update my sever keeps crashing and won't start.
