Pretty sure it's just to make noise. Like the nuts and bolts from STALKER.

It makes a sound to distract NPCS if you have something such as the stealth mod.

I assume that it's for multiplayer servers (As some of the other functions are), and is used to try to move players away from you. There's no singleplayer functionality to my knowledge though.
