I'm fairly certain Valve wouldn't do that as people could become upset that their skin has changed 'as if by magic.' Plus, changing the skin's rarity would mess with it's price.

The howl was made contraband due to the guy who made it stealing other people's art for the skin. The original artist copystriked the skin so valve changed the design, removed it from the huntsman case and made the howl contraband grade.
