How to rotate multiple items in place freely?
How can I rotate multiple objects about each of their own separate axes using my mouse or keyboard (as opposed to aligning it with another item). Each item needs to conserve its relative rotation compared to the other selected assets, all of them need to rotate by the same angle.

You can choose rotate in place option and choose an object that you want to align them to. For example if you choose a road they will rotate as if they are facing that road.

As @Lordenmarious says, you can use the rotate-in-place tool. There is no way to freely rotate (such as by holding the right-mouse button) to have multiple objects rotate without moving. If you need to rotate several objects without moving them by the same very precise amount, use the Set Position option for each of them.
