Ok. First off:
All POI are stored locally at this location (or the OS equivalent)
C:\Users\%username%\Zomboid\Lua\eris_minimap_poi.ini
This file can be deleted to clear your icons or they can be removed via the minimap. Icons are not shared with others - only you can see them so don't worry about other people having cluttered maps.
POI are not linked to certain characters or servers or even maps. This is for reliability + simplicity. It's just a local list of locations. A marker management system is planned for future versions but at this time is low priority.
Second query:
When tile packs are loaded for the first time, they "stick" and stay loaded - this appears to be a limitation of the engine. Switching between AIZ and vanilla maps can leave certain tiles loaded where they overwrote original parts of the map.
There is a solution to this - restart the game client (your client, not the server) to reload all texture packs before changing maps.
