I think it does?
1) Can you make "Befirend Japan" focus completed? Fon Falkenhausen was on military service in Germany from 1938
2) Shouldn't "Air Innovations" completed from the start?
Don't you think about making agencies for some countries at the start of 1939?

Germany, with the encryption pumped up
Britain, with the decryption pumped.
USSR, with pumped-up counterintelligence and guerrilla warfare + psychological warfare.
And others.

agree with both, would be more realistic.
In Venezuela, by 1939, after the death of a fascist military dictator, a moderate fascist (like Salazar, Franco, or Vargas) came to power, and I do not understand why Venezuela is made fascist.
By 1939, some social democratic transformations had taken place, and subsequently Venezuela joined the anti-Hitler coalition.
Also, I think that the regime of Oscar Benavidez can be considered more neutral (authoritarian) than fascist in the understanding of the game.
So, in my opinion, Venezuela and Peru should have an ideology of neutrality, because the events that are happening (and were happening) in them clearly do not work out to be considered fascist (even Hitler's)
"...And in fact it was. Shen Shiqai was never any kind of communist. Educated in Japan (Like many Chinese politicians of the time), he was sent to the local militarist, Jin Shuzheng, in 1930. Around this time the Uighur Rebellion begins in Xinjiang - the Kumul Khanate, vassal to China, rebels.

Jin flees to the USSR and all the reins go to Shen. With the help of the remnants of the White Guard and Ma's militarists, the Uyghur uprising was suppressed.

While on the border with the USSR, Shen is forced to conclude a series of treaties with the USSR, beneficial only to the alliance. Soviet advisers arrive in Xinjiang, replacing the White Guards. But, one thing... Xinjiang never becomes communist. For all the pressure, Xinjiang remains a regular clique, just like the rest of the neutralist cliques. One could just as surely make Chiang Kai-shek a Nazi because he had a German military mission, and ♥♥♥♥♥♥♥'s political struggle with Jedong for supremacy among Chinese Communists can only be compared to Ben-Gurion's struggle with Himmler for head of the SS.

In 1942, against the backdrop of the USSR's war with Germany, Shen breaks off relations with the USSR and expels all of his advisers. There's no way he's pulling on the notorious joining the Comintern and fighting Xinjiang divisions on the side of the USSR every other game.

In 1944, dissatisfaction with ♥♥♥♥♥♥♥ gathers such momentum that Chiang Kai-shek removes him as governor and appoints him as a minister in his government. Instead, 1.5 tons of gold and 15 tons of silver, ♥♥♥♥♥♥♥'s personal treasury, are removed from Xinjiang with Shen...
In the same year, with the support of the USSR in the north of Xinjiang, a new uprising of the Uighurs began under the banner of the Second East Turkestan Republic. In 1949, it will peacefully become part of the PRC"

(Taken from the "New Mod Translation Group")

I think we should a) change Xinjiang's ruling party; b) rewrite Xinjiang's focuses and behavior a bit.

No more than that
Shi tsai's))))
In 1937, Marshal Choibalsan came to power in Mongolia. Anandyn Amar left out
Nepal and Bhutan were peculiar puppets of Britain. They had no external sovereignty, and in this respect they were under British control. Nepalis and Bhutanese participated in the war, and over 300,000 Nepalis and Bhutanese were part of the Royal Army
In 1939 Japan and Italy were NOT part of the London Naval Treaty, which they had refused to sign as early as 1936. This is important!

summarizing what you said:
venezuela, xinjiang and peru should be neutral.
xinjiang's focus tree behaviour should be changed
choibalsan as mongolian leader
nepal and bhutan as british puppets
italy and japan not in the london naval treaty

only thing i disagree is bhutan as a british puppet, as it would make them join the war, maybe nepal and oman as british protectorates instead, bhutan could maybe be guaranteed by the uk or something.

Bhutan, unfortunately, had no foreign policy, and its behavior on the world stage depended entirely on Britain + a considerable number of Bhutanese participated in the Royal Army. So, probably the best way to represent these facts would be to make Bhutan a puppet (possibly with high internal autonomy) of Britain, which it has been since the 19th century

yeah but like i said, that would maybe make bhutan join uk in ww2, which doesnt make sense since they never did (at least as far as i know), so idk, maybe its possible to make them dont?
