The Wiremod team simply had different licensing than Steam does, and Steam would not let them upload it to the workshop because of their license. Wiremod has changed their license a bit so we can finally have the convenience of clicking 'Subscibe' instead of downloading a bunch of files and moving then into your Garry's Mod files.
