The old file sits highly when sifting through most subscribed scenarios, and you would get higher traffic if the first thing in the old description was the updated mod link. Non-English speakers and those lazily clicking through the scenario list will probably just download the out of date version; and might not bother to check if an official v2 exists when they encounter an issue.
