Possible TEMPORARY FIX for 3.1.X (Worked for me anyways)
The mod description says to run event clam.1 to access the editor, but for me I only have to run it 1 single time per save file, and it will work permanently. Here's what I did below...

1: Load your save and open the console, then type the command (event clam.1), does not matter if you paused the game/time or not.

2: Save your game, or let the auto save run.

3: Shutdown/close the game OR go back to the main menu, as long as the save gets unloaded.

4: Reload your save file. (latest file that you just saved, or the latest auto save if it auto saved after you ran it)

5: Select a planet/star that you own and click the decisions button. Otter Editor should now be there permanently for that save file until you either delete the save file or uninstall the mod.



This is what I did and it worked for me without having to run the command every time I want to use it, and can POSSIBLY work for you. Let me know below if it doesn't. Shouldn't have to run event clam.12 for any reason.

This does work if you close the game and relaunch it, should NOT have to run the command again unless you make a new save file. Sometimes I don't even have to run it after making a new save. Sometimes I do, sometimes I don't. It's random I guess, but this is a semi-permanent fix until the mod is updated to fix the problem.

Is "event clam.12" still a thing? I changed my own code to solve it back then and I just looked at what is in the current mod and it doesn't seem like it would still be needed. I'll post my code here if it's still a problem at this time.
