It is possible. Put the map in documents\My Games\Sid Meiers Civilization V\Multi\Mods. All participants need to have the same map in this folder.

I copy the map in "Civilization V \ assets \ Maps" folder
I was able to start a game in multiplayer, but without "true location"

If you use Giant Multiplayer Robot, you could use this mod and others in Civ V multiplayer.

yeah I want TSL but scenario mode doesn`t seem to work in multiplayer ?
