Some suggestions :)
1. I think it might be cool to gate certain techs behind certain events. For example, you must have the psionics ascension perk for the psi-related techs; you must have killed the dimensional horror for the horror armor, etc.
2. I think the crystal farm is a bit OP; it gives trade value, alloys, rare crystal (making the crystal foundry obsolete) etc. Maybe limit it to one per empire?

I will not lock psionic tech behind ascension since I wish to keep ESC from having explicit DLC requirements. Though, perhaps, changing conditions for tech availability depending on the presence of DLC is a possibility.

Leviathan techs (unless something broke again) are gated behind events already.

Crystalline tech tree as a whole needs a balance pass. But restricting crystal farm to one per empire is not an option since living crystals are used for upkeep, and this will place a hard-ish limit on how many ships can have those.

could you make some more diffrent rocket types like higher class tomahawks and maybe an L size Laser ?

Personally, I think having certain weapon techs locked behind ascension perks is a good idea for empire variation.
If you do not want to lock players out because of DLC requirements, perhaps you could do this though an addon to this mod?
If you do not want to do this yourself, would you allow others to make such an addon?

I indeed do not wish to lock people out of techs due to missing DLC, some of the weapons are indeed 'aligned' with certain ascension paths. Feel free to patch those ascension paths to be actual requirements.
