You need to press the button under the "danger" sign in the spawn, then follow the instructions on the spawn. Essentially just press the "power" button in the room under the spectrometer, then you can start it with the button on the catwalk in the AMS room and finally you can control the stages with the buttons in the actual control room (the one you need to pass through to get to the test room, with the tiny window)
