It's to do with how the VHS overlay material interacts with some lights, I think.
I could override it with a custom material, but it'd be a bit awkward to do with how I've got things set up. I'm also not quite sure what I'd need to change in the material to fix it anyway.
All I can suggest is rotating the camera into a position where they aren't visible.
I noticed it in singleplayer, and i defiently think that it's the light source because it only happens in some areas with odd light sources. Namely the forest-y part of the hub, there are sometimes white bars a third the size of the screen. Oddly, i didn't see any blue bars there.
