Where is this Buddy list? i can't find it no matter were i look...someone please help me

Hello | Rinuzu |. The buddy list is using other addons. I recommend you checking this addon that should normally work. "NPP, Prop Protection Plugin"(link)
It is a plugin for prop protection that also contain a friend/buddies setting. Also, if you host a server, you don't have to worry about the admin being able to move users props.

NPP:Prop Protection Plugin is a plugin made by Nebual. I do not own in any sort anything related to the project.The usage of this mod here is only a recommendation, and not advertisment. I do not recommend to everyone to use this addon, i only recommend this addon to this person because he needed help.
