While teams use a single supplier for the aerokit and two suppliers for engines, the teams are free to pursue their own custom part in certain areas. Those areas include suspension and brakes.
For example, the Alonso's McLaren was struggling to gain speed at Indianapolis, they bought a last minute set of custom suspension parts (shock absorbers) from Andretti, and that immediately improved the pace of the car.
Max Chilton also claimed that his car "finally came alive" after Carlin acquired Penske made shock absorbers.
There are a lot of components that teams are allowed to develop, that in turn improve the performance of the "spec" parts like engine and transmission. There are also tons of parts that teams are allowed to "reproduce".

So, in short, turning Indycar into a full spec series in any mod would be a mistake.
