In terms of following the steps that are provided up to the point in which drag and drop the mod folders (@CommunityOnlineTools,@PermissionsFramework,@RPCFramework) into the main directory of your server and copying the key into your keys folder.

THIS IS WHAT I FOUND WORKED FOR ME (VILAYER USER)
NOTE - Some of you guys are making a folder called ServerProfile cause you cant see the startup paramaters in VILAYER, other than adding the mod parameters and ticking off scrAllowFileWrite to enable it. VILAYER creates its own ServerProfile called User_MasterConfiguration in which the User part is your ACP login name.

1. Within your MasterConfiguration folder, this is where you want to create the CommunityOnlineTools folder and PermissionsFramework folder.
2. Within the CommunityOnlineTools folder, you'll wanna make 2 more folders called GameModule_BaseBuilding and GameModule_Vehicles
3. Within PermissionsFramework folder, you'll wanna make the Players folder
4. You should probably do this through FTP programs like FileZilla or something, idk
5. Make sure your launch parameters are correct, go to your Server Management tab in your server thingy where it has all the other stuff like configuration files, addon manager, steam update
6. in add mods make sure the mods you add to the commandline match the exact mod folders you dragged in. **IF YOU INSTALLED THE MODS THROUGH ACPLAYER: @RPCFramework;@PermissionsFramework;@CommunityOnlineTools
**IF YOU DRAGGED IN THE MODS FROM YOUR COMPUTER THROUGH FTP:
@RPCFramework;@Permissions Framework;@Community Online Tools
7. Mod priority and stuff should just be default, MAKE SURE YOU CHECK OFF -scrAllowFileWrite
8. CLICK EXECUTE, WAIT FOR ALL THAT STUFF TO FINISH
9. WAIT FOR THE SERVER TO START COMPLETELY, JOIN, TOUCH YOUR BUTT FOR A SECOND, LEAVE
10. Stop the server and go into your MasterConfiguration folder -> PermissionsFramework -> Players
11. There SHOULD be only 1 file there, edit this through FTP or whatever you do to edit your server files, CHANGE ALL THE 0s to 2s AND SAVE IT
12. Start the server and join it, you should be gucci.

THIS IS FOR VILAYER USERS, AND THIS IS WHAT WORKED FOR ME AFTER SCRATCHING MY HEAD FOR LIKE 20 MINS UNTIL ALL MY DANDRUFF CAME OUT. IF IT DOESNT WORK FOR YOU, SORRY FAM.
