I do not believe so. Even if it did, on a busy server with lots of objects it would be slow, if not crash your game.

No it doesn't . Nor does the option to spectate a player .

It'd be nice to use as a way to locate vehicles, map is littered with player vehicles with lost keys, stuck or where they're crashed into lakes/etc.
I have vehicles despawn set to maximum in types.xml, so they'll be there forever and there doesn't seem to be a single tool available to locate them.

Vehicle Manager in COT. You can bulk delete all damaged vehicles , or see them on the map and delete them one by one. It's the one thing that does work well with this tool set.
