If the 'Maps' folder isn't there, you didn't get the full mod downloaded - probably better to delete it, then try to force a fresh download next time you enter the 'Mods' area of the game.
Did you clear the game cache? The scenario is large, complex, and touches lots and lots of game databases. Sometimes you have to try a time or two to get it to behave:

This mod is in a folder under that folder. The mod's scenario map is in a folder called "Maps" underneath this mod's folder, under the game's mod folder. The navigation path looks something like this ("graphically"):
C:Users
-----> XXXX (which will be the name of the account you installed the game in)
--------------> MODS
--------------------------> SMAN's World at War Scenario - The War to End All Wars (v 2)
--------------------------------------> Maps
You're looking for a file called, 'WAW Scenario - War to End All Wars.Civ5Map'
That's the specific file you need to move (copy) to the game's map folder, located at:
C:\Users\XXX\Documents\My Games\Sid Meier's Civilization 5\Maps
Might try to google something like:
