Almost all Blueprints are sold with Black Scratch.

There are exceptions, but it is roughly like this. It is not necessarily sold.
For Tessen, it may be hard to find it other than Thieves Guild.
For Razor Sabre, it may be hard to find it other than Spring.

Are some of the locations in the Shaded area on the world map? Is it safe to travel there to buy them?

Once in all weapons Blueprints can be purchased even if it is not a black area. There are many Blueprint sold in the city called Catun, but it is black area.
Black area is almost dangerous everywhere.

I changed it because I found that Blueprints that I wrote probably sold in UC was sold only in Heng.

It means than i can find some blueprint on Holy Natiopn territory but chance is random?

YES, chance is random. However, just the other day, a person who was a merchant of Holy Nation has come to appear in BAR of World's End. You can buy it from that person occasionally as well.
As for why I did that, if you destroy the Holy Nation, you can not get the Blueprints of Holy weapons, so I added NPC for that.
Therefore, merchants also appear in the BAR of the occupied city of Holynation.

If i search weapon blueprints - i should buy it from weapon sellers or i coud find and buy if, from barman.

Ok. BUt what about 3 shot crossbow? Where i can find its blueprints? Or there is no blueprint for this type of weapon?

Hello, I hate to burden you, but I can't seem to find the MaguroKiri Straight Katana. I went to the fishing village bar, and the barman doesn't have it. Is it truly random chance?

There is UC fishing village and Deadcat's fishing village, Deadcat's fishing village is a village north of WorldEnd and east of Black Scratch. If it is not sold in that village, it will be sold with a low probability in WorldEnd so please do your best there.
