What about if you had This the running gloves of urgency and a secondary weapon (Where the sandvich would be) and have this buff:
+40% speed
+10% fire resistance
-50% melee resistance
-10% heal from medics

How about this: No speed loss when spinning down and shooting in exchange for something?
Or at least speed boost to spin down/shooting. Then maybe ammo or damage penalty to compensate.
Firing speed could be an option too.

Well, what if it were to function something like the Huo Long Heater? It drains ammo whilst granting faster speed while the gun is deployed?

i accually tought it should be something like this:

[+] 20% Movement Speed While Deployed
[+] While Deployed,Unleash Fire From Behind (ONLY When Walking)
[+] While UberCharged The Wearer Gains Mini-Crits For 5 Seconds
