Known Issues: DUPLICATES
When the active Dark Events list is down to one or two events, multiple factions may offer the same Remove Dark Event (i.e. duplicates). If you want to do the duplicates - even though the Dark Event has already been removed (or is in the process of being removed) - it does not do anything, so go ahead.

I've given up trying to solve this bug...

I know it gonna sound stupid, but shouldn't you make a validation to have only one covert action at the same time throughout the factions.

That's already an implemented feature in the game. The duplicates issue applies more for when the MULTIPLES_ALLOWED config option is enabled (although duplicates can still happen even with it off, which isn't supposed to happen).
