However, I would suggest that TT start with a unique government type instead of acquiring one in the Age of Reformation; Most Genso nations have a competent immortal liege, by the time a campaign reach Age of Reformation TT usually gets left behind by a considerable amount.
They could begin with a government type that offer a relatively small bonus in both way, and by going through the disaster upgrade one side of it and discard the other.
Beside that, in the original Touhou games, Yememi came from a world where Unified Theory was already found and used to explain everything, while herself, being a professor who believes that magic exists and ridiculed for it, went to Gensokyo in search of "Magic Forces" to wipe out that disgrace. She even recognized Reimu's invocations as magic(Reimu then pointed out that she was using "divine invocations", not magic ) in desperation to find proof of "Magic Force", and she is actually one of the less religious figure in Touhou. My humble opinion: clash between Mysticism and Scientism/Materialism would be more flavorful.
