I have the same problem. It effects both sides, the sovjets have also no supply. Furthermoreis there a problem with the allied landings in the 1943 scenario. Commanding general is a Sovjet, and there is no allied airsupport, only Migs are flying around. And the game crashes when US a declares war on someoone, i think Mexico. I played with all DLCs and newest version 1.12.12, but going to 1.11 crashes the game while loading.
