HOI4 problem, sorry. All i can advise is going to your HOI4 folder (C:\Program Files (x86)\Steam\steamapps\common\Hearts of Iron IV by default), and running launcher-installer-windows.msi and doing repair.
If that doesn't work, you can try these steps but no promise that it will work:
- exit the Steam app entirely
- uninstall Paradox Launcher v2 from the Windows "Apps and features" utility, if still present.

Delete the following folders if still present:

- C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/
- C:/users/<UserName>/AppData/Local/Paradox Interactive/
- C:/users/<UserName>/AppData/Roaming/Paradox Interactive/launcher-v2/
To see the AppData folder you'll need to enable View Hidden Items in File Explorer.

- run steam.exe as the Windows Admin user

- run the game from the PLAY button in Steam

Personally, i had that issue and that's what i did to fix it:
I reinstalled the game but the issue continued.. then i deleted all the mods and downloaded Endsieg again, and the issue continued..



The real solution is :
- Delete Hearts of Iron IV document in Paradox Interactive folder, u can find it in my documents!
