Cant change anything on political tab, cuz there is nothing there (laws, internal policy, research, military staff).

this is a problem for 1.9.1 that only affected Players and not AI

Changing to ver 1.8.2 fixes this

This was only a thing in the 1.8.2 version what you went to 1.9. Its fixed now.
