Sorry for being late. I stopped updating the in-game scoreboard, because it requires to upload the whole map again and everyone who has subscribed to it will have to download again. Also this might cause some problems with older *.dem files people have recorded (not sure).
On the other hand the top 5 didn't change for a while now, so maybe it's time to update it now...

I honestly wouldn't mind a full re-download. If you update it now, you probably won't have to update the scoreboard again for a long time - the current records are very hard to beat (for all three maps). And who knows? You might find other things to tweak or fix.

You wouldn't be changing any of the map geometry, especially not in the gameplay areas, so I don't think it would affect demo files at all. Valve updates their maps sometimes and older demo files still work, right?
