CAI_PERSONALITIES_BUDGET_ALLOCATIONS
This defines the budget choices of factions with given "budget_policy_key"s from Personalities.
I play with restricted agents, so their funding is limited. I sense that removing this for agents would cause problems. For modders, note that the "funds_allocation_percentage" for each key should add up to 100 across the columns.
In my current version, the other major change is to force naval factions to spend less on navies and split the difference between military and contruction. Do you find that building large navies is a particularly useful strategy? It would be if they spent time pirating, but the ai navies usually attack settlements half-way across the map. I believe it's better for them to limit this and focus on local adversaries.
I am tempted to lower naval budget allocation even lower. Your thoughts?

Since Shogun 2 this table has seen limited results, and some that do occur are usually by giving the AI a nice buffer and not limiting it to a point where it has to disregard the limits completely

Nice feedback. I have not tested and verified this table. It does seem to help the agent spam. I also use it to reduce naval spending.
