EDIT: Currently, it seems the only way that works is to control the spawns with SimpleSpawners. I'll keep messing with the ini and see if I can get it to work.
However, I must agree with the OP, the Cerato spawn rates are way off the chart. Also considering how terrifyingly strong they are. These two values really need to be balanced out.
Strong Creatures = Less Spawns || Weaker Creatures = More Spawns
The Cerato as is, goes as a strong creature without a doubt.
That's my logic anyhow. Too often I see lower end level Ceratos dumbster entire plains of other creatures. They murder everything, and rarely die.
I also noticed how the Carno spawn rates are way down. Now, I dunno if Cerato spawns take up Carno spawns but I'd say for every 4-5 Ceratos, I see 1 Carno. :((

Edit: Nvm, managed to fix it using the "Spawn Blocker" mod, took no time at all and worked perfectly!
