(I know this is an old thread, but for anyone else wondering since it never got an answer.)
Yes, it is possible. I have one. If you can't get one with a Conversion Success Rate high enough from a tame (good luck with that), you can get the highest one possible from taming, and mutate the conversion rate, if you start with something like low 30's conversion rate when tamed, it will only take a handful of mutations on that stat, in order to domestically level it up to 100.
You can figure out what you'd need by plugging in the numbers, wild stat in conversion rate is 1.5% per level (so multiply your tamed (wild levels) conversion rate x 1.5) that is your % conversion rate without any domestic leveling.
Then multiple your domestic leveling x 0.5% per level, that is how much your domestic leveling will add (Up to the possible 88 points you can use, although getting to 88 could prove difficult as those last 15 or so levels require a lot of experience). Then add those numbers together for the max percent you can get without mutations.
Whatever is left over to get to 100% needs to be acquires via mutations, that might end up being a couple mutations or half a dozen, it just depends on what your starting stat is on conversion rate.
