Standing still/homing projectiles are indeed interesting in concept, but I have no idea whatsoever how to execute such. I'll leave that for someone with extensive knowledge about TF2 game physics & mechanics.
Plain +damage bonus doesn't just serve this right.

Rockets Home in to Locked-On Target
+45% Increased Blast Radius
+10% Damage Bonus
-75% Clip Size
-15% Projectile Speed Penalty
-20% Reload Speed Penalty

i think a cool idea is you ready your shot to lock on to a target then release to fire a homing rocket.

-60% speed

i think that would be cool because like it would go just as fast at the pyro or something so you would have to outsmart the rocket into a wall or it could break when it like automatically goes toward sentrys being wrangled with the shield but ot does no damage...that would make the wrangler a more...team productive weapon :)

on kill: target melts

How about this?
On Charge: Lock-on Target (Like that first comment)
-50% Clip Size
-40% Slower Reload Time
+30 Damage bonus on direct hit without charge.
-20% Slower Firing Speed
When on Charge, Rocket locks on and homes in on target. May still hurt user on Lock-On.

Hows that?
