Halloween only item?
Its really wacky and bizzare and halloween is coming up so i think it would be better as a halloween only item.

Since the Apparition Aspect doesn't have a halloween restriction neither should this.

Halloween only hat's are all unfair and restrictive,The only hat's that should be Halloween only are the weird gimmick ones like the different paper bag masks. There's nothing about this hat that says halloween and as such shouldn't be restricted to it.
