in under the dome are 2 other spots. one on the left of the build-able bench. Second is just up top on the ledge looking into the dome.

im using a console mod and using commands trying to find all targets with a friend. we always get to 19 and can't find the 20th. starting to think this is just a meme

There are 20 100% confirmed. I have found 20, but there are some that are random

Found all 20. There is one that is really well hidden - in the middle of the barrels on the dock outside the Speed Cola trailer.
