Privateers work fine as long as they are privateering in the home trade node. It's only when they privateer a different trade node that they become unassigned after a month.
uhh it is in fact adding +3 to ruler attributes but doesn't change the range, so everyone at the start have in worst case scenario get a 3/3/3 ruler.
I tried it only with your mods and extended timeline.
EDIT - I tested it and there seems to be a minor issue with "entspannung_modifier_triggered_expansion_5" getting triggered. the reason being - game removes entspannung_modifier_triggered_expansion_4 because I am above the limit of that trait, but since I don't satisfy the requirements for entspannung_modifier_triggered_expansion_5(namely 100 cities) I am playing without a trait now.
all in all, trait punishes playing tall since high development without sufficient amount of cities removes the trait altogether
