Why is there Cola and Gas can?
Well people who are new/inexperience to the game it's for blocking the tongue by just throwing towards the tongue or throw it below you.

you can break smokers' tongue with gas cans and cola, gas canisters as well

for some reason i can't pick them up
idk why i can use everything else just fine but no gas or cola, its just there

Open console and type

sv_cheats 1
map sb_smoker

Also check troubleshooting FAQ, your game mode could be bugged.
