It appears I can make this happens fairly easily.

A new AI Slider for rare metals will be in the infopanel.
It will be the minimum rare metals in stock to keep before allowing exports.
If set higher than zero it disables manual control of the rare Metals Export.
it will allow an export when there is the minimum rare metals plus the elevator export maximum export space, which by default is 100.
So setting the slider to 200, the elevator will wait till 300 metals are in stock, fill up the elevator pod and allow it to go on the next cycle of either the regular export time or when a AI order is placed.
If this logic sounds good, let me know. now is the time to ask for changes.
So instead the slider will be the threshold to engage the auto export, which means setting it to something like 200 will allow the elevator to export starting at 201.
An example of how this will look will be the following.
Set slider to 200.
No exports when metal lower than 200.
Say you mine 25 more metals. inventory is now 225. exports allowed. If you dont mine more metals, then on next export 100 metals will be exported and your inventory will drop to 125, and the ai will shut down auto export and wait till your inventory increases again.
