I keep getting told Whermact APC's and other vehicles are unavailable
I keep getting told this after getting some intel but when I get Soviet intel I get a message saying it is available is this feature or bubg?

Feature. They're not saying that YOU have access to these resources, but rather THAT faction has access. Since the Soviets are invading, they start with some better equipment like APCs so they can carve a foothold. The War Level will rise as a response and the Whermact will begin fielding their own APCs at some point.
