All of the items you need to continue or activate questline / recruit bounty hunter characters are provided by Bounty master Howls (wanted slip) or obtained from bounties (artifact).
The items need to be in your inventory to work, sometimes when looting an artifact it will go to the belt slot and won't activate the dialog that way.
