That's not a bug, that is intended. As you're not suppose to go back there as a normal player. You'll notice in the bottom right of that building a texture that says "Pripyat for FusionNetworks". That's the credit to my community and funding. It also includes the button from the description.

загрузи Pripyat (resources)

a lot of missing textures even in the spawn everywhere just white tiled squares and yes i downloaded the extra texture pack
