Stat discussion
I'm not a huge fan of stat discussions, but here's what I'd speculate since I know for a fact I'm going to get asked this question several dozen times.

+ On hit: target becomes wet
+ Primary fire extinguishes targets
+ Works underwater
- No afterburn

This would be an excellent companion to the Neon Annihilator, allowing pyros the balanced/mediocre hybrid ability to deal crits and remove sappers. The downside is that there's no afterburn, meaning cloaked spies would be a bit harder to spot (they're just wet like jarate or mad milk), as well as removing the ability to get posthumous kills. The likelihood of assists would also greatly decrease due to no afterburn.

I edited it a bit. Not having the ability to airblast would greatly debuff this, and water wouldn't hurt you as much as fire would, i would think. It also makes the pyro better at uprooting sentry nests, as they don't really have anything to fight against sentries at current, and engies with minis are a pain in the ass.

Target stays wet instead of afterburn? This would be like a combo similar to the axtinguisher and the flame thrower. Instead it would be the neon annihilator and this

If there were to have a slowing ability you dont want it for too long because it wouldn't be fair to get out of it

I have one idea though.

+Primary Function, turns targets wet
+ afterburn, (kind of like hot water) where it would singe your body
+More of a screen blur (via lit on fire from first person etc.)
+ M2 creates steam fields
+steam has slowing effect for 3 seconds
(the steam can cause a smoke field effect)
-50% capacity
(+20% damage to buildings) really like that one "Gigazelle" w/ regular flamethrower damage
-66% damage to targets
no airblasts
