I was playing the British campaign and I upgraded my ports into drydocks. I think the drydock is the final part of the port but when I looked at the construction report, it says that I have to upgrade it two more times to get a fully upgraded port. Just wondering since I can recruit the Hector class and Defence class but not the HMS Warrior. The same thing for coal depots, it says I need to upgrade it two more times to get max.
