Can't upgrade militrary camps?
I've been playing this mod for a while and I've been struggling to recruit more advanced units. I realised that I can only recruit regular line infantry reguardless of the faction im playing because I can't upgrade the military camps. The only times i can recruit new units is if the provence I captured has already been upgraded.

I Have met the same problem, It seems that nothing really patches it, the only way i managed to get advanced units is with save files.

You need to download the data.pack (read the description) and overwrite the standard vanilla data.pack. Just to let you know guys, this mod is no longer supported. there is a new version on moddb: https://www.moddb.com/mods/total-fots-series
