Ok after digging around for a while I figured out how to revert the upkeep to default values:
The upkeep value calculation is found in the
file in the steam workshop folder for ES2. the pathway for me was
Your path may look slightly different maybe (I dont know if numbers change between users).. Anyway open up the "SimulationDescriptors[Hero].xml" file in notepad++ and here you can change the upkeep values back to the default. The way I did it was I looked at the file from the base game and copied & replaced anything related to upkeep across to the mod file.
This fixed my problem and now Enhanced Space 2 game is playable again without bankrupting my entire galactic empire from a single hero from quest reward. Yay!
