At some point it corrected itself but i did a lot of prior testing with varied amount of modules and the 0.7 is confirmed. i do not know bug trigger or repair trigger

Basically a system with just 1 Dry Planet went from 700 dust/turn to 6800/turn.
Vodyani can assimilate and 'boost' minors while not being overlord (having more than x% relations is enough, don't remember exact number) while UC can't do ♥♥♥♥ even he is overlord with 150+ points.
Also there used to be a bug (can't tell if it's still there) when the ark costs more essence than you can afford but you can order it and the next turn it won't be build but essence is lost
2° Will be fixed, thanks for report.
3° Couldn't reproduce but I'm gonna change the cost to strategics to mirror vanilla a bit more and because of weird interactions with the essence cost.
