2x15 titanium, it's not added together
when I try to build it, and don't have 30 titanium, I can add to my que, but it dissapears from the que and the building options, next turn it's again in building options

Thanks for the reports on hero skills and the wrong cost for the UC improvement. For the missile jammer, that's vanilla (also it's EMP missiles so nothing wrong here).
